Notice of Comment Period

Notice is hereby given pursuant to M.G.L. c. 69, § 30 and the Massachusetts Board of Higher Education’s Policy Establishing a Process for Public Comment that the Massachusetts Department of Higher Education (Department) will open a comment period relative to the revocation of the degree-granting authority of Labouré College of Healthcare in the Commonwealth.

Labouré College of Healthcare, located in Milton, Massachusetts, was an independent institution of higher education accredited by the New England Commission of Higher Education. The institution traces its history to 1892, with the establishment of the Carney Hospital Training School for Nurses in South Boston. In 1949, the Carney, St. John Hospital, and St. Margaret Hospital Schools of Nursing merged into a single program, leading to the establishment of the independent Catherine Labouré School of Nursing in 1950 under the sponsorship of the Daughters of Charity of St. Vincent de Paul. The institution expanded its mission beyond nursing to allied health and received degree-granting authority, becoming Catherine Labouré Junior College in 1971 and later Catherine Labouré College in 1984. It was renamed Labouré College in 1993, briefly operated as Caritas Labouré College beginning in 2005, and returned to the Labouré College name in 2009. In 2021, the Massachusetts Board of Higher Education (BHE) approved its current name, Labouré College of Healthcare, reflecting the College’s longstanding mission and focus on preparing students for careers in healthcare. The College was authorized by the BHE to confer associate degrees in the allied health fields, the Bachelor of Science in Nursing, and the Bachelor of Science in Healthcare Administration.

In December 2025, Labouré College of Healthcare notified the Department of Higher Education of its intention to enter an agreement with Curry College to transition Laboure’s
nursing programs to Curry’s School of Nursing and Health Sciences, cease academic operations as a degree-granting institution of higher education in August 2026, and provide support and transitional services to students through the conclusion of the 2025-2026 academic year.

The public comment period for the revocation of Labouré College of Healthcare’s degree-granting authority begins on September 8, 2026, and will close 21 days thereafter, on September 29, 2026. At the end of the comment period, Department staff will review and take into consideration any and all comments received.
